Understanding ISO, GMP, and FDA registration for cosmetics

FUVENO Compliance·March 5, 2026·5 min read

What each certification actually unlocks for a skincare brand — and which ones your market entry strategy actually depends on.

Certifications tend to be listed on factory websites as a single bullet-pointed block, as if they were interchangeable trust badges. They aren't. Each one unlocks a specific market or audit, and some of them matter enormously for your go-to-market plan while others are nice-to-haves.

ISO, GMP, and FDA certification overview

ISO 22716 — the floor, not the ceiling

ISO 22716 is the international standard for cosmetics Good Manufacturing Practice. It is the floor any credible partner should clear. If a manufacturer cannot produce an ISO 22716 certificate, walk away — regardless of what else they show you.

GMPC (NMPA) — China domestic distribution

GMPC is the Chinese domestic equivalent, issued by the NMPA. It is necessary if you plan to distribute inside mainland China. If you're exporting only, it's useful as a signal of broader quality system compliance but not strictly required.

U.S. FDA registration — what it does and doesn't mean

FDA facility registration for OTC cosmetics allows the factory to legally supply OTC-classified products into the US market. This matters if you are selling on Amazon US with anything that makes a drug-like claim (acne, sun protection, anti-dandruff) or needs a Drug Facts box.

It is not a blanket "FDA approval" — the FDA does not approve cosmetic products, only registers facilities and, in the OTC path, reviews monograph compliance.

Halal, CPNP, and market-specific documents

  • Halal certification is essential for GCC and several Southeast Asian markets.
  • CPNP notification is the EU's cosmetic product registration system. Any SKU you sell in the EU or UK needs a CPNP record and a Responsible Person.
  • These are not optional for those markets — they are the entry ticket.

Choosing based on where you actually sell

The practical way to read a factory's certification list is to map each certification to a market you plan to enter in the next 12 months. Ignore certifications you don't need — they won't hurt, but they won't accelerate anything. Prioritize the ones that unlock actual market entry.

Market you want Non-negotiable certification
EU / UK retail CPNP / SCPN notification
US Amazon (OTC) FDA facility registration
Mainland China NMPA filing + GMPC
GCC (UAE, KSA) Halal certification
Any ISO 22716
